Today's election results will tell us who controls Congress – but what follows will determine how power is actually exercised. The next 27 months, from today through January 2029, represent a single continuous window of strategic uncertainty that no election result alone can close. Our Alternative Futures team has identified five interlocking uncertainties that will shape this window:
Transition. Is the result broadly accepted or contested? A disputed outcome compresses the window for early legislative action and raises political temperature across every policy domain.
Interpretation. What mandate do elected Democrats and Republicans believe they've been handed? Competing interpretations within each party will shape governance as much as the margin itself.
Policy environment. How is power distributed between Congress and the executive branch? Which chamber leads, and on what? The mechanism matters as much as the direction.
GOP succession. Who inherits the Trump coalition – and how is that decided? Succession dynamics will feed back into congressional behavior well before 2028.
Democratic future. Which theory of political change do Democrats build on? The race for 2028 starts tomorrow.
Across this ecosystem, we will see three contextual shifts – voter dissatisfaction, technological disruption, and generational change. This framework shifts the strategic question from forecasting elections to understanding policy exposure. Business leaders should assess which political combinations would materially change their operating assumptions.
