1 April 2025 / Washington, DC – FGS Global (“FGS”), a leading public affairs and strategic communications firm, is pleased to announce the appointment of Michael Considine as a Senior Advisor in its Global Public Affairs practice.
Michael’s arrival marks an exciting new addition for FGS as the firm continues to expand its global Deal Clearance capabilities, which include Antitrust, Competition, and Foreign Direct Investment (FDI) advisory services.
Michael is the former Deputy Assistant Secretary of Energy for Foreign Investment and National Security. He spent nearly 16 years as the lead Energy Department representative to the Committee on Foreign Investment in the U.S. (CFIUS), overseeing more than 3,700 transactions valued at over $3.8 trillion. During his tenure, Michael worked extensively with partner and ally regulators from other governments on emerging FDI screening issues worldwide.
Michael’s expertise spans various industry sectors, including energy, semiconductors, biotechnology, critical minerals, data centers and emerging technology. He has a deep understanding of the roles played by private equity, pension funds, and sovereign wealth funds in the FDI landscape today.
In his new role, Michael will be instrumental in expanding FGS's Deal Clearance capabilities. His appointment follows that of Josh Tzuker, who joined the firm last year from the Department of Justice Antitrust Division, where he served as Chief of Staff and who is now our firm’s Global Head of Antitrust and Competition. Michael and Josh bolster a team of experts strategically located in key regulatory capitals such as Berlin, Brussels, London, Ottawa and Washington DC, where FGS has worked alongside our clients’ legal and financial advisors to secure approval of their transactions. This team is uniquely positioned to offer comprehensive strategic communications, public affairs, and government relations support to clients navigating the complex intersections of antitrust, regulatory scrutiny, and foreign investment reviews in major markets globally.
Commenting on the appointment, Sebastian Vos, Global Practice Lead Public Affairs at FGS, stated:
"We are thrilled to welcome Michael to the FGS Global team. His unparalleled expertise in public affairs and FDI will enhance our ability to deliver best-in-class strategic counsel to our clients. As we continue to grow our global Deal Clearance practice, Michael’s insights and leadership will be invaluable in helping clients navigate the complexities of today’s investment landscape."
Michael added:
"I am excited to join FGS Global and contribute to its exceptional reputation for providing strategic advice at the nexus of business, policy and regulation. With the firm’s growing focus on FDI and deal clearance, I look forward to collaborating with such a talented team to help clients achieve their goals in an increasingly dynamic global environment."
Michael’s appointment underscores FGS's commitment to providing clients with a holistic approach to addressing challenges and opportunities in the stakeholder economy.
His addition to the team strengthens the firm’s ability to navigate the evolving regulatory and geopolitical landscape while delivering impactful solutions to clients worldwide.
