AJ is a Director on the Technology team in the Government Affairs division at FGS, advising clients in the technology, telecommunications, media, and entertainment sectors on navigating complex policy landscapes and advancing strategic priorities in Washington. With more than a decade of experience in congressional operations, policy advocacy, and federal campaigns, he specializes in engaging with the Congressional Black Caucus, Congressional Hispanic Caucus, and Congressional Asian Pacific American Caucus — a focus shaped by his long-term service to the CBC, and his diverse background as a first-generation Filipino American.

Prior to joining the firm, AJ served nearly 11 years on Capitol Hill, most recently as Senior Advisor to U.S. Representative Don Davis (NC-01) and previously as Deputy Chief of Staff to U.S. Representative G.K. Butterfield (NC-01). He played a key role in securing millions of dollars in federal funding for community projects in eastern North Carolina and co-led the CBC’s TECH2020 initiative to increase diversity in the technology sector through targeted legislative solutions.

At FGS, AJ delivers results for clients by organizing high-profile, strategically targeted events that bring together Members of Congress, senior staff, and diverse stakeholder communities — strengthening relationships, fostering inclusive dialogue, and creating opportunities to advance client priorities. He serves on the Board of Visitors for East Carolina University, now in his second four-year term, and has served in the U.S. Air Force Reserves since 2015. AJ earned a Bachelor's in Engineering with a concentration in Biomedical Engineering from East Carolina University and a Master’s in Applied Information Technology from George Mason University.
