Over 30 years of experience in the energy, environment, climate, infrastructure, water, and agriculture policy fields in the U.S. Senate, the executive branch and the private sector.
Enjoys the outdoors, ice hockey, and both Big Ten and SEC college football.
At FGS Global, Catharine leads the Energy & Sustainability Government Affairs practice, where she manages highly public, integrated advocacy campaigns; leads coalitions; provides political intelligence, counsel, and direct lobbying; designs thought leadership and corporate reputation programs; and supports transactional due diligence.
With sector-specific experience in biofuels, sustainable aviation fuel, solar deployment and manufacturing, offshore wind, methane abatement, and batteries, Catharine is working with clients to impact Inflation Reduction Act implementation and access Bipartisan Infrastructure Law funding. Her water policy expertise is extensive, having worked in geographically diverse regions on ecosystem restoration, water resources, water infrastructure and water supply, Clean Water Act and Safe Drinking Water Act policies and programs, and tribal water compacts.
Catharine served for over a decade in the US Senate managing environment, climate, energy, natural resources, infrastructure, and agriculture issues. She worked as Senior Policy Advisor in three Senate offices: Sen. Max Baucus (D-MT) where she led work on climate change legislation and a US-Canada agreement to protect the Flathead River; the Committee on Environment and Public Works for Sen. Jim Jeffords (I-VT) where she led the water and disaster portfolios, including Hurricane Katrina response; and Sen. Bob Graham (D-FL) where she crafted first of a kind Everglades restoration legislation.
Prior to her time in the Senate, Catharine worked for the Chief of Naval Operations on climate change, pollution prevention, and the Montreal Protocol.
Catharine was a founder of and served as President of the Washington, D.C. Chapter of the Women’s Energy Network. She graduated Phi Beta Kappa from Penn State University with an Economics degree and earned her master’s degree in Environment and Energy Engineering Management from George Washington University. She is conversant in Spanish.
