Previously a senior advisor at a Brussels-based public affairs consultancy, advising clients on EU digital and tech policy and stakeholder engagement. Earlier roles include advising a Member of the European Parliament on digital policy and EU governance and coordinating EU-wide campaigns.
Enjoys reading history and philosophy, staying active through sport, and travelling.
David Garcia is a Director in the Brussels office of FGS Global, where he advises global technology companies on EU digital and tech public affairs and policy strategy. His work focuses on industrial policy, regulatory strategy and stakeholder engagement, with particular expertise in semiconductors, artificial intelligence, telecommunications, cybersecurity, cloud and data centres. He supports pan-European mandates and works closely with EU institutions and the wider Brussels ecosystem to translate regulatory and political debates into concrete business impact.
Before joining FGS Global, David was a senior advisor at a Brussels-based public affairs consultancy, advising clients on EU digital policy, financial regulation and institutional engagement, and leading multidisciplinary teams on complex regulatory files. Earlier in his career, he worked as an accredited parliamentary assistant in the European Parliament, where he contributed to policy development in areas including digital regulation, EU governance and post-pandemic recovery. He has also held leadership roles in pan-European organisations, coordinating advocacy campaigns, managing teams, and overseeing large-scale projects across multiple Member States.
David holds a Master’s degree in European Union International Relations and Diplomacy Studies from the College of Europe in Bruges and a Master’s degree in European Studies from the University of Geneva. He is based in Brussels.
