Advising clients on UK politics and policy, with a focus on energy, water and infrastructure policy.
Prior to FGS, Hilary spent nearly two years at another global consultancy, advising a broad range of clients. She spent several years working in the UK Parliament for the then-Energy Secretary and later worked as a freelance researcher for a Japanese government agency.
Reading, eating and running as much as possible, and trying to improve her Spanish.
Hilary Cockhill advises corporates and investors on UK politics and policy, with a focus on energy, water and infrastructure.
Hilary joined FGS Global from Global Counsel, where she spent nearly two years advising clients on policy proposals and effective advocacy strategies that deliver on clients' commercial priorities. She was seconded to Water UK to support the sector's response to the Independent Water Commission, and helped lead Global Counsel's work on water policy and economic regulation.
Hilary previously worked for a Japanese government agency (NEDO), researching European policy on critical raw minerals in renewable energy technologies. Prior to this, she spent two years working as a senior parliamentary researcher to the then-Energy Secretary, Kwasi Kwarteng MP, supporting him in both his parliamentary and ministerial duties.
Hilary holds a first-class BA and MSt in History and English from the University of Oxford, where she focussed on the politics, history and literature of 20th-century East Africa.
