Lilah Howson-Smith

Lilah is a Managing Director in FGS Global’s public policy practice, specialising in energy, climate, and net zero policy, as well as related national security and technology developments. She counsels clients on how to navigate the complexities of UK politics and policymaking, with a proven track record of influencing decision-makers at all levels and delivering impactful outcomes across energy and climate policy.

Prior to joining FGS Global, Lilah spent more than a decade working at the intersection of politics and policy, both inside government and in global political consultancy. She served as a Special Adviser in two different UK administrations — to the Chief Whip during the Brexit period, working across the government’s legislative agenda and engaging with the opposition on EU exit legislation, and to the Northern Ireland Secretary, focusing on EU exit and Irish border issues, stakeholder engagement, and the restoration of devolved institutions.

In the private sector, Lilah has led high-performing public affairs practices, advising clients in the climate and energy space and helping them navigate policy shifts, stakeholder dynamics, and regulatory challenges. Her experience spans legislative strategy, political risk, and stakeholder mobilisation, with particular expertise in the UK’s net zero transition and the policy frameworks shaping it.

Lilah’s deep understanding of the political landscape, combined with her ability to engage constructively across sectors, has made her a trusted adviser to boards, executives, and policy leaders alike.
