Michael Considine is a Senior Advisor in FGS Global’s Global Public Affairs practice. He leverages his deep expertise to support clients across Deal Clearance solutions, which include Antitrust, Competition, and Foreign Direct Investment (FDI) advisory services. Michael is the former Deputy Assistant Secretary of Energy for the Office of Foreign Investment and National Security. He has recently concluded a federal civil service career of nearly 24 years that included the Department of Energy, the Department of Commerce and the U.S. Senate. Michael’s experience in the foreign direct investment (FDI) world is extensive. He has served for almost 16 years on the Committee on Foreign Investment in the U.S. (CFIUS), where over 3700 transactions valued at over $3.8 trillion dollars crossed his desk. Mr. Considine’s expertise extends into industry sectors to include energy, semiconductors, biotechnology, critical minerals, data centers and emerging technology. Michael has a deep background in how the roles of private equity, pension funds, and sovereign wealth plays in the FDI world today. Mr. Considine is well known across Europe and North America having spent over 10 years working directly with partner and ally regulators on emerging FDI screening issues. Michael is well versed in major cross-cutting issues that affect FDI decisions to include export controls, supply chain issues, foreign subsidies, sanctions, merger control and anti-dumping. At the heart of Michael’s work is the nexus of national security, economic security and the changing landscape of geopolitical challenges companies must face in today’s complex investment world.
