Rai Downs is a Partner in FGS Global's Government Affairs Division. She provides strategic political and legislative counsel on a broad range of issues to the firm's Health practice.
Prior to cofounding TDY nearly 20 years ago, Rai served as Subcommittee Staff Director and Healthcare Policy Advisor to Senator Mike Enzi on the Health, Education, Labor, and Pensions Committee. She then joined HHS as Deputy Assistant Secretary for Legislation, later promoted to Principal Deputy. In this capacity, Rai focused on implementation of the Medicare Part D program and major regulatory matters before CMS and FDA. She also served as Vice President at Barbour, Griffith, and Rogers.
