Stephen is a Partner in the Global Policy Intelligence and Advisory Practice. Stephen works with a wide range of clients on geopolitics and trade policy, corporate internationalisation, inward investment policy, complex goods and services supply chain design and regulatory diplomacy problems.
Stephen has spent most of the last twenty-five years working in trade policy and watching the multilateral trading system be reshaped by geopolitics and resurgent industrial policy.
Stephen is a husband and father of three. He likes walking in the hills and by the sea.
Before entering private sector advisory practice in 2012, Stephen served as an advisor on Single Market policy in the European Parliament, a cabinet advisor in DG Trade in the European Commission and an advisor to the UK Secretary of State for Business and Trade. He was also an Executive Director at Goldman Sachs International in London, where he worked on political and policy risk in M&A. He is a specialist in contemporary cross-border trade and operational frameworks for both goods and services.
Over the last decade Stephen has provided a wide range of highly-rated expert training programmes for government officials in trade law, trade policy and economic diplomacy skills.
Stephen is an Honorary Professor of Practice in the School of Politics at University College London.
