Will Thompson advises private equity firms, sovereign wealth funds, and institutional investors on geopolitical and policy risk. He also counsels organizations seeking access to U.S. government financing and support, with a particular focus on energy, infrastructure, and critical minerals.
Will brings a rare combination of investment experience and policy expertise, built over a decade at the U.S. International Development Finance Corporation (DFC). Most recently, he served as Managing Director for Sovereign Partnerships, where he was the lead commercial investment officer for the U.S.–Ukraine Reconstruction Investment Fund — the bilateral agreement between Washington and Kyiv known as the "Ukraine Minerals Deal." In that role, he worked directly with senior government officials on both sides to structure one of the most consequential emerging markets investment frameworks in recent years.
Will was also a core member of DFC's critical minerals team, helping to shape U.S. strategy for securing resilient and diversified supply chains across key commodities.
His earlier career at DFC included leading agency policy for the Western Hemisphere, serving as Senior Economist, and co-founding the team that launched DFC's direct equity investment program — a significant expansion of the agency's development finance toolkit. He joined DFC in 2015 as an Economist, following policy and economic roles at the U.S. Department of Labor.
