Navigating complexity: Leadership in times of change
FGS Global Radar Culture Pulse
Based on a nationally representative poll of the UK public and in-depth conversations with People and Communication leaders, this report provides unparalleled insights into the critical themes shaping the workplace in 2025:
Leading through transformation
The turning tide of DEI
Making hybrid working work

“A sense from leaders of genuine gratitude and appreciation of people’s efforts to work – it’s probably one of the most overlooked and simple things to do.”
Key findings
Transformation: Business leaders agree that transparency and communication are essential to accelerating change, but middle managers often lack the skills to embed transformation effectively. Just 43% of employees say that change is clearly communicated within their business.
AI: Only 8% of employees strongly agree their company’s AI strategy has been well-communicated, and just 14% feel leadership is transparent in managing AI-driven change.
DEI: While leaders see DEI as a strategic, cultural and moral imperative, only 11% of the public say that workplace DEI practices are important.
We are seeing a polarisation of views that employers should be aware of. More men and younger audiences align with Trump’s views on DEI than women, with 27% of men vs 16% of women agreeing with Trump’s views on DEI and 28% of 18-34s agreeing vs 16% of 55+.
Hybrid Working: Flexibility is highly valued (37% in our public poll rank it in their top three most important aspects of workplace culture), but motivations vary, underscoring the need for tailored approaches.
“Flexibility works when it aligns with both personal and business needs.”
“We set a direction and ask people to support us on that journey, but it’s a collaborative, organic process – people need to feel seen, heard and involved in shaping the change.”
