Global leaders across governments, corporations, finance, and civil society will gather in the United Arab Emirates from November 30 - December 12 for the 2023 UN Climate Change Conference (COP28).
At COPs, global debates coalesce around climate, energy, finance, and sustainability, and government and non-government entities alike facilitate deals, develop policies, and build their networks. As the world reaches a critical point in determining the future of the planet, organizers expect more than 70,000 delegates across the two weeks of COP28, which will be hosted at Expo City Dubai. What to expect from COP28?
Following several months of consultation, the UAE’s Presidency finalized the two-week thematic program of COP28, which incorporates four cross-cutting themes: Technology & Innovation, Inclusion, Frontline Communities and Finance. Access the full program here.

Opening Day
Official start of the 28th Session of the Conference of Parties of the UNFCCC (COP28) in Dubai, United Arab Emirates
Dec. 1-2
World Climate Action Summit
Heads of State and government, alongside key stakeholders, meet to discuss concrete actions and plans aimed at scaling climate action
Dec. 3
Health / Relief, Recovery & Peace
COP28 will host the first-ever Health Day and climate-health ministerial, in addition to focusing on accelerating adaptation in fragile and conflict-affected contexts
Dec. 4
Finance / Trade / Gender Equality / Accountability
Also regarded as “Finance Day,” focus will be on reform of the international financial architecture, sustainable finance market development, and strengthening voluntary carbon markets
Dec. 5
Energy / Industry / Just Transition
This day will focus on levers and pathways for rapid decarbonization and just transition across the full energy and industrial value chains, while accelerating economic opportunity and job growth
Dec. 6
Multilevel Action, Urbanization and Built Environment / Transport
Also regarded as “Cities Day,” COP28 will feature a historic presence of local leaders, including mayors, governors, parliamentarians, business, and civil society leaders, united to accelerate climate action
Dec. 7
Rest Day
No official COP28 programming, however side events and meetings will remain active in and around the Expo City site
Dec. 8
Youth, Children, Education & Skills
Themes include investment in youth-led innovation and entrepreneurship, inclusion in policymaking processes capacity-building, and transforming education to close the skills gap for green jobs aligned with climate action
Dec. 9
Nature, Land Use, and Oceans
This day will focus on delivering climate and nature co-benefits through a range of financing mechanisms and packages and accelerate private sector commitments to nature-positive accountability frameworks
Dec. 10
Food, Agriculture, and Water
This day will focus on investment, regenerative agriculture, and national transformation pathways, underpinned by financing mechanisms and project preparation
Dec. 11-12
Final Negotiations
On the final two days of COP28, there will be no thematic days to avoid extensive programming when the negotiation text is often being closed
